[Hbasic-userinfo] New version 0.9.9e released

Many bugfixes in compiler and editor. Numbers in binary format 
(%11001100) and hex format (&1FFED) may be used in sourcecode. New 
section on hbasic language and updated section on qtc support in 
userguide of docu pages in internet.
