[Hbasic-userinfo] New version 0.9.9c released

New function to create RPM packages from hbasic project. The compiler to 
create standalone executables is again in the default menu. I have 
updated it because it couldn't be used since I have inserted the HBasic 
object model functions. This compiler could now be used to compile 
simple HBasic projects. Missing functions will be updated in the 
following versions.
