#74 HappyDoc 3.0: setup.py is missing

VERSION: 3.0 (HappyDoc_r3_0_a1.tar.gz, 2003-04-22)

Distribution contains no longer an "setup.py" file. This file is
also lacking in the CVS repository (in HappyDoc2 subtree).

I assume this is just an omission.
Therefore, provide it or update README.txt w/ new
installation description ;-)

NOTE: It may be useful to provide a hyperlink to the proctor
test tool (on sourceforge), too.
