#5 Better auditing features

Currently HB can log all uploads into a directory on
the server. It would be nice if we could:
1 - view a report of all this stuff without manually
digging through the files
2 - log all the "extra admin" stuff as well as the
uploads/allocations/errors

Or we could move to a fully audited system within the
database which is probably the 'right' way but is not a
small ask.
