#11 Test on mod_cgi

Not sure this will work well on mod_cgi due to various
abuses of namespaces, module loading and having
database connections in the BEGIN phase (it made sense
at the time!).
If the thing is to run under mod_perl we need provision
for updating the config file and other stuff, and
general checking.
