#7 Copyright Inspector does not work consistently

The Copyright Inspector ER-100 does not work correctly
for all files.
for eg . The copyright string that has been put in the
inspector is "Copyright (C) 2004 GE ERC".
Now please see the attached file. It has exactly the
same string but still this file has been reported by the
inspector. The version of Hammurapi used was
Hammurapi 3.1.0
