The RigControl log shows no communication with the rig, which probably 
means a config error.

Do you have the "official" Icom USB driver installed in the PC? Make 
sure to follow the installation instructions carefully; Windows is 
finicky about that.

Look at the device manager list before and after connecting the cable to 
see what materializes. That name may change, depending on a lot of factors.
