It makes me wonder if they're still developing firmware and that is
being reflected in changing CAT commands as the reason for the delay.

Between HRD and Hamlib? No. Between WSJT-X and Hamlib? Some. Two
SKs, Bill Sommerville, G4WJS, and Mike, W9MDB, both worked in the WSJT-X
project or were very closely associated with it and also here, but other
than that, no one has revealed an association.
