Can either of you capture a full debug log of the rigctld with debug 
level = 5(rigctld -vvvvv)?  Usually RPRT = -11 means hamlib thinks that 
it can't get the information the app requested, for hardware or 
configuration reasons.  Since it works mostly, it might be something 
transient, or it might just be confused.

Anyway, a debug log should at least narrow down the possibilities.
