[Hamlib-developer] Patch to add Commradio CTX-10 support

Hello Hamlib developers!

Earlier this year I figured out how to control the Commradio CTX-10 VFO via
its USB serial port and added support to Hamlib. This has worked fine for
me in testing on Linux so I'd like to share it.

I tried to rebase this to the current master. I hope everything formatted
correctly. Please let me know if there are any problems.
