This sounds strange. Here in Germany, repeaters of course use an offset: - -600kHz on 2m and -7.6MHz on 70cm. I believe in France + or -1.6MHz is = used on 70cm. Usually all repeaters are closed and can be opened by sending a 1750Hz tone once. Some can now be opened with subtones as well, but the 1750Hz tone works everywhere. I don't understand why it would be an optio= n used _instead_ of the frequency shift. What I have seen though is a "+-" display on a Kenwood.
