Hamlib too has Tcl/Tk wrapper (well uncomplete), in case your are
interrested in. Win32 is also supported thanks to cygwin.

I'd be very happy if you can send a scanned copy to f4...@fr...
A paper copy would better, but I live in France.
As soon as the backend is written, you'll be the first one to test it!!
