I think the filter list is a great idea, and in re-thinking my
position on the default settings issue I realize I am probably barking
up the wrong tree.  Since we're writing back-ends we might as well go
all out and specify all modes completely.

I was looking at things from the angle that by adding new modes into
rig.h as they come up in new rigs, we have the ability to rely on the
rigs own op-codes to set the mode rather than set a generic mode
(i.e., "AM") and then have to specify the filters to get the rig into
a "new" (unlisted in rig.h) mode...
