Thank you Ervin and Nate, problem solved.

By the way adding a link to "/usr/local/lib" and adding "/usr/local/lib" 
to my path didn't help and I'm not sure why. However adding a ".pth" 
file to "/home/phil/.local/lib/python3.10/site-packages/" did the trick.

I've made a note of the procedure because I'll probably need to do this 
again when Python is upgraded.
