I agree this is some sort of bug as the 'send_cmd' function actually
bypasses the backend.  The only thing I can figure is that either the
FT-991 backend or the newcat portion is not populating the rig_state
structure correctly.

If anyone with another newer Yaesu radio that uses Newcat please test
this command so it can be narrowed a bit further.
