I had to 

touch LICENSE 
touch ChangeLog

to get a clean make

I guess we should put something useful in thes files.

  I'm commiting the LICENSE file right now. ChangeLog should be filled
  with an (automatic) extract of the CVS comments, with a script
  yet to be written.
  These files among others are recommanded by the GNU style.
