Where is the best place to have rigctld and rotctld start from?

I can communication with the radio and the rotator when I load them
manually, but how do I start up the daemons as part of the boot sequence?

Also, I have to do chmod 666 /dev/ttyUSB0 and chmod 66 /dev/ttyUSB1 before
I can begin accessing them. Should this be part of a boot script?

Is there a good way to identify which device is which without my having to
specify? udev?

Thanks in advance. I hope to post a howto for others to follow after I get
it going.
