Using hamlib in a Win32 environment, I set comm parameters rig_pathname and serial_speed using rig_set_conf. I'm not sure how to set ci-v address, or if I even can. I've seen conflicting documentation on the subject. One source indicates that the ci-v address can not be set and only the Icom defaults can be used. Several others show a few different ways to set it.
Can anyone share the right way to do this?

Yes, you can set the CI-V address (Where's you've been reading the conflicting documentation so we can fix it?).
You can set the CI-V address by using the parameter "civaddr" with rig_set_conf.
The list of parameter that can be set is available through: "rigctl -m XXX -L".
