I have Hamlib running successfully with the Python bindings. I can key the TX to generate continuous RF output. However, when I use the send_morse function, the command is executed but there is no active keying of the transmitter. I must be missing something in DTR or RTS setting --- or pehaps elsewhere --- so how do I make the IC7610 send a CW message?

From the CI-V manual....I assume you are in CW mode when trying this?  Turn break-in ON and see if that makes a difference.

In the CW mode, if the [TRANSMIT] or an external TX switch is ON, or the Break-in function is ON, a message will be transmitted as CW code when you send it from your PC
