I wonder if it is possible to create a command that
puts timedelayed messages in the admin_csay or tsay
area.

I know admin_rpt_message is there, but it would be
good to enable it for multiple messages.

Also what about MS Access or ODBC as well as MySQL
user access?

Multiple messages can be done with a plugin:

OBDC access is an option but unlikely to be implemented in
the near future.
