I thought we already agreed that it would be c++.
My plan is to make my own engine wich could handle bot OpenGL as Direct3D, 
so the 3D part is fast on every graphics card. It is also protable to other 
operating systems because almost every os could handle OpenGL.
I don't think about the sound system, although it is very simple to 
implement (at least for windows) it is not very high on my todo list.
