#1 Catch common yacc & lex errors

HackC should only generate yacc and lex files if they
will be close to legal. Failure to find reduce/reduce
and shift reduce conflicts is understandable, but
illegal syntax in lex keywords, and undefined
non-terminals should be caught up-front.
