#52 IMVironment spams user even when disabled;

I have Tux environments disabled; but randomly, it will automatically try to start Tux Environments, and sometimes I"ll be msging someone and it'll say:

** User ( User ) has enabled IMVironment 'qMkl=mhGf;0' **

[actual msg just now]

and other times, i'll message them/respond and it'll flood the chat window with something along the lines of trying to start IMVironment, as though i'm sending a flood request to the other person.
