Commit [r6547] Maximize Restore History

Add a DEV_RAM_FAIL mode for the ram device, and move the 0x3ffffff0 hack to be such a memory device. Also, set address fail registers for 88K on device failures. This suppresses luna88k boot messages about reading outside of valid memory.
