Updating with newer if_mecreg.h from NetSBD.

Minor update.

Commenting out a debug line, and allowing NetBSD/sgimips X11 to scroll in xterm windows (using the MTE in 32-bit mode).

The NetBSD header file seems to have the LED power on vs off inverted. Changing to match my real physical machine instead.

Only show function call symbols that are offset=0, not those that require an offset from a symbol.

Adding some PHY/MII related parts of the O2 mec device (not needed by NetBSD/OpenBSD it seems, but by the O2 PROM).

Updating mii.h with newer version from NetBSD.

Fixes to the SGI O2 mec ethernet implementations register alignment to correctly support mixed 32/64-bit access.

Better separation of pckbc scancode translation tables 1, 2, and 3, and beginning to play around with PS/2 mouse movement.

Some progress on the hw accelerated graphics operations used by NetBSD/sgimips Xorg driver.
