Commit [r4649] Maximize Restore History

Beginning to convert BeBox interrupts to the new system. Correcting BeBox clock speed (it was set to 100 in the NetBSD bootinfo block, but should be 33000000/4), allowing NetBSD to start without using the (incorrect) PPC_NO_DEC hack.
