Commit [r41] Maximize Restore History

Cleaning up the CFLAGS/CXXFLAGS/COPTIM/CWARNINGS mess in the

configure script and Makefile.skel files; only CXXFLAGS (and
CXXFLAGSBASE) are used from now on. Also removing some other
unused legacy stuff from the configure script.
