Increase write performance of the framebuffer; if the data to be
written is equal to what is already stored in the framebuffer,
then simply return.

Trying to make the framebuffer feel more responsive.

Cobalt emulation now uses RM5200 by default, not R4000.
Initial experiments with ARC has begun.

RM5200's config data is set to something similar to R4000 (but I don't know
if that is correct), and it's FPU data is set to that of the CPU.
