#80 Make Index page static (refreshed daily)

Currently, the Index page (containing a list of links to all published sites, as a starting place for Google and other legitimate indexers) is generated dynamically each time that it is hit. This now takes so long that is usually times out.

The request is to make this page a static list, refreshed daily.
