#69 Behavior when creating external users

Two changes are requested:

1. If the user is being created by virtue of addition as a member of an access group in a site, pass the SiteID so that it can be included in the Email notification message.

2. When a new user is created, present a confirmation page that will permit suppression of the notification Email.
