#61 Data Table Backup for Site Owners

Repurpose 4.1 feature package functionality so that
site owners can backup their own "feature packages"
without intervention from a Sitemaker admin. They can
currently back up the table data themselves, and they
can currently request a full site backup from admin;
but the powerful option to backup a collection of data,
tables, and related sections isn't yet available to
site owners.

This feature could be very useful for psudo-admins...
folks who create complex, customized data table
implementations without admin privileges. They might
even begin porting/sharing these among themselves-- a
chance to sample a package locally before perhaps
proposing it as an official feature package sanctioned
by the admin group.
