#60 Option to set filesize limit on DT Section file upload

Related to filesize allowed by the site. Currently, I
can merely suggest that my site visitors upload
reasonably sized files. Site owners want to be able to
restrict the size of a file being uploaded via a data
access section Add- or Single- record form.

Lots of benefits:

1-- site owner can predict whether/when she might run
out of filespace at the site (especially if she's
auto-notifying every time a new record is added).

2-- visitors get a more predictable/consistent
experience when viewing/downloading files uploaded via
a data access section.

3-- better server performance, I presume.
