#74 Downloading input files from Job configuration> Job I/O interface

This was a request from a WS-PGRADE user from the a scientific user-community.
The issue is that, when configuring a workflow, specifying the Job details, and configuring the Job I/O as uploaded files, there is no way for the user to know which was previously uploaded.
There is a message along the lines of "Recently defined External File Name: string1 " after a file has been uploaded. But the experience of the user was after a upgrade process,the input files got lost.
The user requested a facility to download the input file which was uploaded previously - to help verify that the uploaded input file is correct.
