#72 ASMService: method to get a list of ALL workflows in the local repository

For our portal, only two of us are workflow developers. Our users use our portlets directly and we have several workflows for them to test. With the current version (3.4.9) of ASM, it is possible only to get the workflows from the local repository that the logged-in user exported.

It would be very helpful to have a new method that retrieves all workflows from the local repository (i.e., an overloaded version of ASMService.getWorkflowsFromRepository where the owner parameter is absent).
