[GUSDEV] open cursor problem/DBA scripts

I raised the cursors from 300 to 1300 to 3000 and I still get the same error 
message about
cursors.

I'm curious.  I've been trying to resolve this issue for some time now.
I haven't had a lot of responses from this mailing list. Has anyone actually
verified that these DBA scripts work?

ps. BTW, I acknowledge that the problem might be my installation.  Just 
trying to figure it out.
