folks-

i am seeing a lot of bugs and features being communicated by mail.

bugs and features *must* be in the tracker for them to be taken care of.

no exceptions.

the reasons are:
  - it is too much to juggle if there isn't a single place for all requests
  - we can get reports to help us prioritize our work
  - we can get reports to make release notes from
