[GUSDEV] Plugdev ready for testing

Please see my earlier email for details.  The most important thing to
remember: if there's a small "gotcha" or caveat, it's going to totally
befuddle someone new to GUS.

Our postgres test database is ready as well, please see me for access.
Also, remember that you'll need to update your $GUS_CONFIG_FILE's dbi
settings when switching between plugdev and the postgres test database.
