Yes, i think you are correct.  thanks for clarifying.

I will improve the error message.  it should say:
 
Error:  You have provided primary key "sequence_type_id = 1"  which does 
not exist.  When inserting, do not provide a primary key (one will be 
generated automatically).  When updating, provide an existing primary key.
