[Gusdev-gusdev] SubmitRow error

We have been trying to upload some values using the SubmitRow plugin of
GUS using the following command,

ga GUS::Common::Plugin::SubmitRow --tablename SRes::ExternalDatabase
--attrlist
'external_database_id','name','lowercase_name','modification_date','user_read','user_write','group_read','group_write','other_read','other_write','row_user_id','row_group_id','row_project_id','row_alg_invocation_id'
--valuelist
"2^^^'GenBank(nrdb)'^^^'genbank(nrdb)'^^^SYSDATE^^^1^^^1^^^1^^^1^^^1^^^0^^^6^^^3^^^2^^^1"
--user sres

It gives us insufficient privilege error.

Can anyone comment on this.
