folks-

i have converted all perl executables that are in a bin/ directory to 
use #!@perlLocation@ instead of #!/usr/bin/perl, so now our perl code is 
"perl location independent"

you will get this by doing a cvs update.  (if you are not at CBIL, you 
won't get the latest CBIL project until i release it)
