Hi All,
Sorry about the license being so hard to find. A combination of not being updated and things being restructured. 
The original license is below from http://www.cbil.upenn.edu/downloads <http://www.cbil.upenn.edu/downloads>
and based on the open source license from the Apache Software Foundation (http://www.apache.org). I am happy to update it to a current open source one like Creative Commons.
