I have the same issue with a new water, and a new tobi board. I have a powered USB hub that works just fine on a Fire/Summit, and a Earth/Tobi but just not the new water/tobi. I have a mouse and a keyboard connected to the HUB. The host port doesn't work with the default kernel, or with my own custom kernel (that I use with the other boards). The OTG port works just fine. I was going to RMA it, but its too critical for development and I don't use the host port currently.
