In the buildroot environment there was something like
(where 99 is a two digit number). You can remove this file (or rename
it so that it doesn't start with a capital S), and this will prevent
bluetooth from loading at boot time.
There are also some modules that are always loaded through the
/etc/modules file, so you might want to also check that file.
