I've looking through menuconfig options to get a better idea options
and consequences. I've wondered about "Include target utils in cross
toolchain " a few times. Can someone tell me what the consequence is of
including that in a build?

Here's how you find out:
1 - Bring up Help on the item in menuconfig. This shows us that the
option in question is called: BR2_CROSS_TOOLCHAIN_TARGET_UTILS. It
also tells us:
When using buildroot to build a deployable cross toolchain, it is
