Umm - no.

It looks like there will be a couple of minor tweaks to this, but this
is certainly the "essence" of what the first Robostix will be.
There is a GPIO pin to the voltage regulator for digital I/O (which
includes the ATMega processor) and there is a GPIO pin to the voltage
regulator for the analog I/O.
All of the digital I/O pins share the same VCC5 signal and all of the
analog I/O pins share the same AVCC signal.
The servos can be powered from a separate battery or the ROBOBATT
(which is the input to the voltage regulator).
You can certainly control the signal lines, but there really isn't any
way of cutting the power unless you add external citcuitry.
