Actually, along this line, there is also FANN ( I am having some issues compiling it (But I think that is because I have little time to really focus on this project), but it looks like a pretty useful neural network tool set that is NOT floating point.

Some of the referenced packages and libraries I've actually used...

Some of them are outdated links that point to nowhere...

A great many I couldn't say anything about, but nevertheless there is
a lot to look at.
