I am not sure what you are trying to do so this could be way off,  have you thought about using the PWM signals?  How fast can they switch at?

I ran the toggle test, sure, on a modified version of your code.

I suggest you to free the gpio before exiting the modules: if you do not do
this, after rmmod you will not
be able to insmod again: check!
