I had the same problem and it’s because my build server is a 64 bit Ubuntu. The Texas Instruments stuff needs some 32 bit libraries. For the ti-xdctools I needed to install libc6-i386 (2.11.1-0ubuntu7.10). (by using strace on the xdctools_setuplinux_3_20_05_76.bin executable you will see it will try to open something of this library). After you install this library you will need to clean ti-xdctools and rebuild.

I am developing in a virtual machine such that uname -a delivers
Linux ubuntu 2.6.32-40-generic #87-Ubuntu SMP Tue Mar 6 00:56:56 UTC 2012 x86_64 GNU/Linux

Has anyone seen this error before? If so, what can I do to correctly bitbake it?
