What’s your power supply?

I assume you did use electrolytic capacitors?

Do you indeed have 5V at pin 16?

 

Sounds suspiciouslyi like your capacitors are wrong somehow.

 

Can you post a schematic of what you did and maybe a picture too?

I purchased a ST232 chip and some .1 uF capacitors and tried to create one, but it's not working.  the places where the voltage is supposed to be doupbled pin 2 +10 Volts and pin 6 -10 Volts its reading +/- 3.2 volts.
