With default apache settings (at least on every server I've ever set up, not sure about gumstix) you can just make your script executable and drop it in /usr/lib/cgi-bin - then just call http://myhost/cgi-bin/myscript and your script will be executed.  If you don't need to get any information from the user over HTTP then this is all you need.

Although I'm not sure apache has permission to use the serial port device.  This could be an issue for you, since the script will be run as apache's user.
